Question GPU dropping performance?

A couple of weeks ago, I noticed a terrible performance (Avg. 10 fps) of my Intel HD 4000 (quite old I know) while trying Tomb Raider 2013 for the first time, which I thought was mainly because my laptop was heavily loaded. But now I've installed a fresh windows 10 and the problem is still the same. So, I've tried few things:
  1. Made sure I have the latest driver, which changed nothing
  2. Turned off battery saving mode, but that also didn't have any impact
  3. Used GPU-Z and HWINFO64 to monitor my GPU clock, which showed 350MHz performance on average with rare surges of about 900MHz.
So, for some reason, it seems to be dropping a lot of performance. I also noticed that every time I switch between the game and something else, I get a spike in performance (28-35 fps) that lasts for few moments before it drops back to the usual 10-ish. Any solution or reason as to why this is happening?

CPU: i3-3110M
RAM: 10GB
SSD: 240GB
