Question GPU failing/throttling on HP laptop ?

Laptop model: HP Victus 16-d1xxx

CPU: 12th Gen Intel Core i5-12500H 2.50 GHz
GPU: RTX 3060
RAM: 16GB DDR5
OS: Windows 11 IoT Enterprise

Freshly installed windows and drivers and new thermal pads and liquid metal for cooling
Temps in idle are looking alright 30-35 cpu and 50 gpu
Latest bios version (F15)

ERROR: gpu goes to 1425 mhz and memory stays at 7000 mhz on desktop as shown in MSI Afterburner
When im in games the clock jumps from 800 mhz to 6000 mhz and I have high temperatures most of the time, and game like Last Epoch is unplayable ( i have an average of 30 fps )

On OMEN gaming hub it is on performance mode and nvidia control panel power management setting was set either on normal and performance mode and its still the same.

Did the laptop come bundled with this version of the OS? I'm assuming not, you should be on 23H2 as the latest version.
No, it's been one year since i purchased the laptop. I am on 23h2.

After looking at multiple videos my asumption is that the heatsink doesnt make good contact with the gpu die since i opened it a couple of times, and i would add something to put more pressure on the heatsink
