GPU Fan can't go below 40%

All fans have minimum speed they'll work at. This is a hardware/physical limitation. Fans on the graphic cards are no different, and often the reason why pre-built curve profiles in utilities like afterburner are so steep. The range is often considered an indicator of the fan's quality, but in case of video cards, it means it's meant by the manufacturer to be enough for card's cooling so I wouldn't worry.
 


Can u give me an explanation about the indication of Fan's quality?
Since some card out there manage to offer feature to turn off the fan when we idle, doesn't that mean the limitation is obsolete? Or is this feature just meant for higher end GPU? (I mean idle or not, my card just can't go lower than 40%, I was hoping I can lower it so I can save some power and hear less noise when I'm not gaming)
