GPU fan control not enabled?

Unable to adjust GPU fan speed.

Motherboard: AsRock Z87E-ITX
GPU: ASUS GTX770-DC2OC

I am not seeing good fan control over several utilities. Unable to manually adjust, and fan profiles do not seem to be spinning at correct designated rpms/temp.

What do I need to do to enable fan control for my GPU?

You can use MSI Afterburner to set a fan profile

I have it loaded. However, I am not seeing any indication that the fans are being controlled, (i.e. no increase in noise or air velocity when temps are ramping up) and the fans are not controllable manually using the slider.

It could be a driver related issue preventing software from controlling your fan speed.

Use DDU to do a complete removal of existing graphics drivers

And then get the latest drivers from Nvidia
http://www.geforce.com/drivers

If you still can't control your GPU fan speed after that, you might want to return your card.
