GPU fan doesn't work properly

I got a black screen a couple days ago while I was gaming and long story short I ended up finding out the fan doesn't work properly in my GPU (Radeon HD 6870). It seems to have some sort of friction blocking it from working steadily, I can hear something similar to a grinding (more like just two pieces bumping into each other) every couple seconds. The fan starts and stops which is what's causing my GPU to rise in temp.

I'm curious if there's any possible way to fix this or if I just need to get another graphics card.

Ok here what i want you to do take out your video card i mean out of the case and check if there is dust or some thing else if not then you'r fan bad hope this help

I've taken the card out and cleaned it the best it can be. I dust my computer on a regular basis and have done this last night actually, I should've mentioned it!

I understand that the fan is bad I'm more wondering if there's any fixes or if I just need to get a new card.

I've never actually replaced a fan on a GPU, I guess I didn't know whether or not it was possible (I've never actually run into this problem). I own a Radeon HD 6870 (2gb) but I don't really see any way to open the card up.

E: I see there are screws inbetween the fan blades (3 of them I think) that look like they may hold the fan on, but I'm not entirely sure.

Well it will cost you about 50$ to replace it but if i were you sell it as is and get better card hope this helps

Paying someone to fix it would cost that much or that's how much the fan is? I wouldn't mind just giving it a shot before I got a new one, even if it doesn't work out.
