Gpu fan going fast and slow at startup

Actually from 5 days my PC is not working properly it has many issues and its crashing everytime I open it I tried to uninstall and reinstall Windows I try to format hard disk and I tried to uninstall and install the new drivers of GPU but it didn't work and whenever I turn on my PC the GPU fans runs very loudly and very fast for a second and goes very slow for a second and runs very fast and it goes repeatly like it please anyone could help me I have tried methods like removing Ram from slot 1 uninstalling it in slot 2 I have tried to remove the cell in motherboard

My PC specs are

Cpu :-A6 6400k
Gpu:- amd r7 250
Motherboard:- gigabyte f2a68hm-s1
Ram:- Irvine 8 gb DDR3
Os windows 10 home

I build it last year in summer
So pllzzzzz help me

- I would double check all cables especially graphic card power cable is well attached and snug, CPU fan connector, PSU connectors etc.
- I would also remove GPU and re-install it back in it's PCI slot same for the memory modules.
_ What power supply are you running ?
