GPU Fan is failing

One of the fans of my gpu began to fail, it spins a bit and then stops.
I gave it a clean with some air to get rid of any dust there might be but it keeps doing it.

Also, if I flick the fans with my finger, the other 2 spin normally for a bit, but if I flick the one with the problem it doesn't spin, just the force of my finger moves it and that's it.

It's a gigabyte gtx 980 ti, if that helps.

Could I fix this or do I need to start a rma? What could be happening?
 
Solution
Take the fan out of your case after that apply WD40 or similar liquid on its base where the motor is after that sping it with hand do it 2-3 cycles and then install back. It worked for me this way you can also try that out.

this is why I always tell people to get multifan cooling on the GPU.
if you can RMA the unit by all means do so.
if the unit is out of warranty you may find an aftermarket cooler that you can replace the current one.
