GPU Fan Issue | GTX 780TI Poseidon

Hello all!

Long time lurker, first time asking for help. There's a lot of insight here and a quick Google search usually pointed me in the right direction. However, this one has not been - [Solved]. . .

Let me start by detailing the build, it's rather outdated: ( My components for a new build are arriving this weekend though! X^D )

CPU: AMD FX-6300
MoBo: ASUS M5A97 R2.0
GPU: ASUS GTX 780TI 3GB Poseidon (Dual Fan)
RAM: Corsiar DDR3 XMS 1333MHz (3x4GB)
PSU: Corsair CS650M
1x 480GB SSD | 1x 1TB HDD | 1x 2TB HDD
2560 x 1080 Display

So the problem itself is very intermittent. When booting the PC:
1) Splash screen
2) One fan of the GPU whirls up to full throttle
3) The other does not spin
4) Windows loads up
5) The second fan begins to spin, and they both even out

At this point, either (a) the system is fine, or (b) the same fan will stop spinning, and they will repeat this cycle of playing "catch up" with each other for anywhere from 30 seconds to five minutes!

When gaming they act as normal. This only happens at boot.




On a side note, I occasionally get hung up on the splash screen and have to manually power the system down and restart. It will then boot fine just about every time. This may or may not be related. . .

What do you, the community think this could be? I know you all have a lot more knowledge than me!
