GPU Fan issue

Hello. I have a Radeon HD 6970 (reference model) I have these cards in crossfire. Recently, whenever I turn on my computer the fan speed jumps to 100% on one of the cards. Even when I move the card to a different PCI-E slot it still jumps to 100%. I tried controlling the fan with CCC and Afterburner no luck. I can only control 1 of the 2 GPU's. Is one of my GPU's failing?

The Longest I had it stay like that was for 30 minutes.

Both cards are reference models just different makes. 1 is from MSI and the other which is running at 100% fan speed is from Diamond. I have not updated the firmware or bios on the GPUs. Just driver updates when they're available.
