[SOLVED] GPU Fan Issue

I am using Asus's 1070
One of the fan spin at 100% and very loud when I enter the windows and it is off in bios
Another one is stationary all the time.
Sometimes, it slows down and stop when I installing drivers
I have tried tweak II , the fan speed reading is 0 while one of the fan is spinning very loud

What are the rest of your system specs ? Which PSU are you using ?

Motherboard: gigabyte z170-d3h
CPU: i7-7700
Ram: 32GB
Display: Asus 1070 8GB
PSU: Enermax revolution DF 650W (Recently replaced)

Is it normal for the two fans have different number of wire?
One of them get 4wire and another only get 3wire

No, I think both the fans are having 4 wires. You PSU is good. Your current GPU fan issue seem to be related to some other thing. Maybe check the fans once again, and make sure all the wires are connected properly ?

I think I need to send it to RMA

I download another version of tweak II on Asus 1070 graphic card product page.
It really turned the busy fan off.
But then I ran a stress test, the busy spins at 100% again, while the lazy fan rest at all time.
After the test, the busy keeps spining at 100% even when gpu temperature is only 37 deg
