Question GPU Fan issue

I have searched everywhere and can not find an answer. I have RTX 2070 Gaming Z 8G and i'm trying to run at 60FPS and my fan on MSI after burner maxes out at 23% I try to force it to go to 100% and it just goes back to 23% I have no overclock on my CPU or GPU. please any suggestions or advice would be helpful. My GPU starts over heating and causes frame drop and makes any game I play unplayable. CPU i7 9700K.

install 3 intake fan on your front panel case will solve hot temperature inside your case.
