Question GPU Fan Low Max RPM's

Hello everyone, Today my computer shut down while gaming.
after doing checks, I discovered my graphics card fan won't spin higher than around 650rpms.
Its one of those old "Leaf Blower" R9 290x cards.
Normally I could hear the fan from outside my house, but no more...

I've tried everything on the software side (afterburner, wattman) no luck.

So I'm considering a compatible aftermarket cooler. But I've also been considering an upgrade (I know it's long past time).
Do you think an Aftermarket cooler would breath life into the card, is it worth it?
There might be a voltage ⚡ issue with the card. Because I can reduce the fan speed (250 rpms), but 100% is only around 65X rpms.
My plans were to wait till this fall when AMD releases NAVI, or whatever the 7nm card will be. As buying a new GFX Card is Bicentennial event for me and my paltry bank account :)

Thoughts?

I suspect fan is bad, as it's barely spinning at boot (login screen).
Bought Artic Accelero iii, It has direct power options for fans, so PWM voltage isn't an issue.
will update experience for others who stumble across this topic, with similar issues.
