GPU fan making noise when ventilation is between 31-36%

As the title says, its like this really weird electrical noise. I can provide a video/sound file if any one asks. You cant hear the buzzing when ever the ventilation is below 31% or above 37%, even at 100% its perfectelly fine. The annoying part is that when I'm gaming my GPU fan will mostly end up between 30-38%. So that I can hear the buzzing. I dont require that the buzzing is gone, I just want to avoid it so it doesnt go anywhere near 31%-36%.

Also, I dont have any bsod's or any other kind of malfunctions. The card is at stock OC settings. Which have been running fine so far. I have had the card for over a year now and never really tried to get rid of the annoying buzzing until now. The card I'm talking about is the ASUS HD7970 DC2TOP OC.

sounds like that fan speed is the graphics cards natural frequency.....which will vibrate and do that when it is at a certain RPM, this does not tend to occur with GPU's.
i take it that the 31 and 37% refer to fan speed? it could be an enharmonic vibration at that speed.try putting your hand on the fan and exerting a light pressure to see it it changes or makes the sound go away.if it goes away you have to look for the cause of the vibration ie something touching the fan etc.
 
Haha, that didnt help BUT as I was placing back the side panel. You have to use some force ye, well some how that little amount of force seems to have shaken up the thing and loosend whatever it was that was stuck. The buzzing has now stopped. I'll comment once it starts again.
