GPU Fan Noisy After Cleaning

So i just cleaning up my GPU its MSI GTX 750 OC 1GB. After i clean the dust and reapplying the thermal paste and put the GPU on my PC the GPU fan start noisy. Before i clean the gpu its doesn't noisy like this. and then i check the fan speed on MSI Afterburner, the fan speed is on lowest speed so i change the speed to 100% the noise doesn't change at all. Lowest and highest fan speed make same noise.

i just clean the dust on the fan using a tissue and reapply the thermal paste.

Hmm. I know some people that have used canned air which can over-rev the fan and damage the bearing but it sounds like you shouldn't have that issue.

You didn't press too hard and bend a fan blade or something right?
Did you get any thermal compound anywhere else?
What speed is the fan running at on low and high settings? perhaps the fan is stuck at high...
