Question GPU fan not spinning even at 60 degrees

I have an EVGA GeForce RTX 2080 Ti XC HYBRID GAMING. So its an AIO water-cooled card with one fan on the actual card. The temps seem fine most of the time but I am worried since the fan on the card never spins. It twitches from time to time but never spins. Ran a GPU stress test and was able to push around 60 degrees C, but the fan does not spin up. I am worried about it being faulty. In Precision X1, one of the fans (Fan 1) always has 0 RPM. Should I be concerned, is this a warranty case?

• How long have you been using it?
• You typed you are using 1X the EVGA Program in which you can adjust the fan speed, did you try doing it manually?
