Question GPU fan not spinning

Hi,
One fan of my GPU gtx 1050ti has stopped spinning, at first when I noticed 2 days back the fan was wobbling and running slowly but today it has stopped. By the way when I touch it , it starts to spin again sometimes but slowly and wobbles. Pls help.

Only solution is to change fan.

Is by any reason cleaning the GPU can help? Because I haven't cleaned it in 1 and half years.

Wobbling means that fan bearing is worn out, can't be fixed.

Ok so I cleaned up both the fans and then fan1 spun at a higher speed than before and I ramp up the speed to 100% using MSI Afterburner and it worked fine but as soon I reduced the speed to idle 45% then the fan1 speed reduced less than fan2 . I think the bearing is alright as the fan vanes are not wobbling and I think because of the stickering in the center I thought it was wobbling. So, is it normal
