GPU fan not starting, no display

Im build a new computer and I'm having some troubles. First I had everything in the case and i would turn on the psu and all the fans and lights would go on for a half a second then repeat. It would do this as long as I had the PSU turned on. I took it out and am breaboarding it and I cant get anything from the case speaker or any fans to turn on.

Mobo: MSI 970A-G46

CPU: AMD Phenom XII 965 BE

GPU: SAPPHIRE Radeon HD 7770 1GB

PSU: SILVERSTONE Strider Essential series ST60F-ES 600W

I've got it to power up but the GPU fan isnt spinning but its still getting hot. No display

Did you remember to connect the power supply to the gpu?
