GPU Fan not working properly

Hello. I got a Zotac Geforce 650 Synergy GPU. The problem goes like this: Most of the times when I boot up the PC, the GPU fan won't even spin unless I manually give it a bump. Sometimes it spins on boot but as soon as I reach the Desktop after booting, the fan stops and it will work only with a bump. If I set the fan speed to anything above 20% in Afterburner, it will continue to spin as long as it doesn't go under that value, if the fan is already spinning. If it goes under that value, I presume to 0%, it stops and it will never start even when the GPU begins to overheat (I have it set in Afterburner for the fan speed to ramp up to 100% at around 65-70 degrees). Additionally, setting a value in Afterburner for the fan speed will not make it move if it's inactive, again, unless I give it a bump.

Any idea what could possibly cause this? Thanks in advance.
 


The GPU Fan is not connected to the Motherboard it's connected to the GPU and it's in the same slot as it's been since I've purchased the GPU.
