GPU Fan Orientation

So you know how gpus are upside down with the part with the fan facing down, could you take the fan off and put it on top?

The simple answer is no. The idea of the fans is to cool the heat sink connected to the GPU processing chip, vram etc. By removing this and putting it on the other side of the board, it would essentially be useless and your GPU would overheat very quickly.
