Gpu fan problem!

Hi, so here's my problem. My gpu was working just fine in the past 2 years from the day I bought up until the day that the fan stopped spinning while I was playing Tera. I tried to relaunch the game and had the same problem, it never stops. I decided to replug the gpu but had a problem, when I pressed the power button, the gpu fan stoped spinning and after 5 seconds the cpu and psu fans also stopped spinning and then after 1 second they would just do the same thing. But it worked after I re-seat the RAM. I'm thinking that my PSU has something to do with this. My psu is just 400w and my gpu is PALIT GTX 650 TI BOOST. I tried monitoring it with ThunderMaster and MSI afterburner, tried to adjust the fan but there was really no RPM, only Fan Speed percentage.

See if it spins freely by hand. Blow the dust out, clean it thoroughly and lube the bearing. If none of that help[s then look at replacing the fan. If none of this works then look for a replacement card.

I'm confused....

Line 2 says "fan stopped"
Line 4 says "it never stops"
"line 5-6 says "the gpu fan stoped spinning and after 5 seconds the cpu and psu fans also stopped spinning"
Line 7-8 say you reseated the RAM and "it worked"

So,.... where are we at this point ? How many and which fans work and how many and which ones don't work.

I restarted the pc, gpu fan stops after 2 secs but psu and cpu fans are working but also stop after 5 secs, and they will just do the same thing all over and my pc just wont boot at all. I'm just thinking if the problem has something to do with my PSU? Because, the min power requirement of my card is 450w and I'm just at 400w.

The card should still run. Unless your PSU is faulty. You can test it per step 23 of http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

Ok under a bunch of conditions various fans stopped / started and system wouldn't boot ..... then after the RAM was reseated, it booted .... after that what is each fans doing ?

Such symptoms are common when BIOS gets fudged. I would start by resetting CMOS; procedure will be described in your MoBo manual. After that, I'd try borrowing a PSU.
