Gpu fan problem!

Hi, so here's my problem. My gpu was working just fine in the past 2 years from the day I bought up until the day that the fan stopped spinning while I was playing Tera. I tried to relaunch the game and had the same problem, it never stops. I decided to replug the gpu but had a problem, when I pressed the power button, the gpu fan stoped spinning and after 5 seconds the cpu and psu fans also stopped spinning and then after 1 second they would just do the same thing. But it worked after I re-seat the RAM. I'm thinking that my PSU has something to do with this. My psu is just 400w and my gpu is PALIT GTX 650 TI BOOST. I tried monitoring it with ThunderMaster and MSI afterburner, tried to adjust the fan but there was really no RPM, only Fan Speed percentage.
 
I'm confused....

Line 2 says "fan stopped"
Line 4 says "it never stops"
"line 5-6 says "the gpu fan stoped spinning and after 5 seconds the cpu and psu fans also stopped spinning"
Line 7-8 say you reseated the RAM and "it worked"

So,.... where are we at this point ? How many and which fans work and how many and which ones don't work.
 


line 2 I was saying that my gpu fan stopped, at line 4 I was saying the problem never stops. I restarted the pc, gpu fan stops after 2 secs but psu and cpu fans are working but also stop after 5 secs, and they will just do the same thing all over and my pc just wont boot at all. With that problem, I decided to reseat the RAM and it booted.
 


Ok under a bunch of conditions various fans stopped / started and system wouldn't boot ..... then after the RAM was reseated, it booted .... after that what is each fans doing ?

Such symptoms are common when BIOS gets fudged. I would start by resetting CMOS; procedure will be described in your MoBo manual. After that, I'd try borrowing a PSU.
