Question GPU fan ramps up then almost dies out

The gpu is an RX 460 2GB. The fan wants to ramp up but some sort of grinding noise happens and it almost dies. This is happening every 5 seconds. I dont know if the fan is going bad or it needs cleaning.

You might want to inspect the fan for any dirt or debris. Often times strand of hair make their way into the motor's housing and impede the fans movement. Other times, the fan just needs replacement due to wear and tear. Perhaps parse images of the fans shroud? Might also want to parse the specs to your build like so:

CPU: Xeon W3550
Motherboard: OEM Lenovo (idk the model)
RAM: 12GB 1033Mhz
GPU: MSI RX 460 2GB
PSU 625W
The case brand is Lenovo
Monitor: Samsung 75HZ

(im not sure if "parse'' means ''list'' the specs) so i listed them anyways
