Check in Nvidia Control Panel under 3D settings and see if the Power Management is set to Adaptive or Optimal or not. If not the card might remain at a higher state and get higher tamps and the fanc kick in and stay beucase of the temps.

Although the fan running at almost 100%? speed should bring the temps down and the fan should behave according to the curve it's set to.

Also, as said above, your temps seem to be quite good for idle. Another thing is get HWiNFO from here. Portable version is standalone and doesn't require installation. You can double check with that and see if the temps, wattage and and fan speed readings are actually what the other software is showing.

Thank you for your answers. Gpu Fan speed reach 2998, but normally my GPU fan only reach 989 - 1084 RPM when the computer is idle. In my room now, it's reach 70 Db. It's really loud dude :(
