GPU fan scratching noise on low RPM

There's a scratching noise coming from the fans of a brand new ASUS Strix 960. The noise is there when the fans are spinning at 1-40% fan speed, above that the noise goes away. What might be causing this?

The blade(s) may be rubbing the shroud. At higher speed they generate enough air flow to force themselves away from the shroud. turn them by hand and see if you can determine where the fan blade hits at. Then gently bend the shroud out of the way or file it away.

Weird, i've encountered so many problems with this build. I'm starting to think i've been punk'd.
