Gpu fan slows down as temp gets over 60 degrees then stops eventually around 65 degrees, HELP!

As i game my gpu handles the gaming and starts to heat up, but as it heats up the fan slows down hence, causing it to heat up to a point where the fan stops causing the heat to rise substantially and heat just causes games to lag and crash. i have a club-3d radeon hd 7750 1024mb GDDR5 PCI Express 3.0 gpu, i tried removing the fan and reinstalling, re applying thermal paste etc but didnt work, please help thanks.
Other pc specs
CPU- Intel i5-3570k
MOBO- Gigabyte ga-z77-d3h
RAM- Corsair 2x4gb 1600Mhz
PSU- Corsair cx600m
Case- zalman z12 plus
SSD- OCZ Agility 180gb
HDD- 1tb western digital
I have 2 120mm intake fans located at the bottom and front and 1 extractor/exhaust at the rear at the top,
what do you recommend me doing?

Sounds like either a driver issue or a manufacturing issue. Un install the video card drivers and re-install them.

EDIT: Your PWM fan control is messed up.

also, even in msi after burner it says fan will be spinning at x% but i can see its not moving at all?

Even so, i have done this and fan still slows down at the temperatures specified, msi afterburner will say the fan is spinning at x% but in fact will be idle/not spinning at all.

reinstalling the drivers did not work, still have the same problem?

Yeah sounds like a driver issue, or the PWM control chip is broken. Try the driver removal using Driver Sweeper (easy way to clean everything out). If that fails then call the manufacturer.
