GPU Fan Speed Fluctuating!! Help!

I have been trying to fix my GPU fan speeds for awhile now and I wanted some help. I tried Asus GPU Tweak II but the fan speed would either not run at all (0 RPM) or do this:
0 RPM
1100 RPM
0 RPM
1100 RPM

constantly. This got very annoying and I uninstalled GPU Tweak and used Afterburner instead. I still can't get the fan speed to stop fluctuating, even with fan curve off and manual fan speed on at 25 percent.

Oh, and how can I set the fan speed BELOW 25 percent? Afterburner won't let me go below 25 percent.

EDIT: Setting it to 30 percent manually w/ no curve seems to fix the problem. However, I don't want it at 30 percent all the time.
 
Solution
A lot of newer cards are designed to turn off once they reach a low enough temperature. Why not try a new Fan curve, and make sure it is set to use less fan speed at the lower temperatures.
It seems that for your fans 1100 RPM is the bare minimum it can run at. When the fan goes on and off, that means it's trying to run an RPM that it doesn't fully support.

However, I'm finding it hard to believe the most expensive GTX 1060 has 1100RPM minimum RPM fans. My GTX 1060 gaming 6GB card can run at 15% (400RPM) without any trouble.

Is your cards BIOS up to date? Are you running the latest GPU drivers?
 
Maybe the temperature of the GPU is right on the threshold of the fans going on or off but the fan profile is messed up somehow and it is going from 0rpm to 1100rpm? 1100rpm is then cooling your GPU and the fans turn off and the cycle repeats. See if you can make the fan curve less aggressive after the fans kick in and gradually ramp up to rpm.

I would also make sure that you have totally removed the Asus software. On my PC it caused all sorts of trouble, just run one program to control the GPU in case they conflict with one another.
 


I am running the latest drivers, not sure about the BIOS though.

My max RPM is around 3500. Fan curve doesn't help as it just fluctuates as well. And I did set a extremely passive fan curve (like 30 percent at 70C).
