GPU fan speed is not changing

Hi I have an HD 5870. I've been having a problem with my fan lately as I do not believe that it is the speed posted by MSI and ccc. I set the fan speed to 20% and listened to it, and then changed it to 100% and I hear no change at all. Sounds exactly the same. Also no matter what speed I set my fan to be at, it tends to overheat after a little time of gaming. Any ideas?

Are you using MSI AfterBurner to change the speed? If the little 'auto' button is checked then obviously the fan will not change in speed if you try to manually change it. You have to disable the auto fan feature.
