GPU fan speed stuck at 100%

Hello, I need advice on a GPU that's gone haywire. I recently built a pc:

Node 202 case with 450 watt power supply
I5 6500
Msi h170i pro ac mobo
Msi gtx 760 gpu
Windows 10

Problem:
Some components are second hand with no issues, however the GPU fan runs at 100% all the time

Notes:
The problem only occurs after nvidia drivers have been installed, not when in bios, and starts when Windows boots

Msi afterburner says that the card is cool at 30 degrees

Fan speed does not respond to msi afterburner settings

I've fresh installed Windows 10 anniversary update and then creators update

The friend which gave me the card says this did not occur when he used it

I've tried to ddu drivers in safe mode and uninstal applications which could affect the fan, with no luck

I have also installed the latest nvidia drivers after wiping Windows-installed display drivers

Cpu temps are also cool - 31 degrees

I've flashed the mobo drivers to the latest version

I've tried to plug in the power connectors again making sure they are properly secured

Should have also said that MSI afterburner reads the fan speed as normal, and not 100%
