GPU fan speed wont change!Pls help??

So i had a gigabyte radeon HD 7950 TRI FAN card and for some reason the tacho meter starys at 3300RPM even in auto or even in manual mode(I tried MSI afterburner and even CCC control panel by disabling auto fan speed and selecting manual control)i set it to 100%..still the fan speed wont change nor the noise of my GPU changes..so whats going on here??

Can you try one thing: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Download that and uninstall all the drivers related to Amd. And then try downloading a bit older driver like 2 to 3 months older driver and see if then the cpu control works.
