Gpu fan speed

my 2nd fan on my sapphire r9 280x dual broke so i had to replace them both with dual-x fan (75mm ones instead of 85). is it normal that i cant change their speeds with msi afterburner? it shows either 0-70 rpm or 800000. any solutions?

that didnt worked. the fan i replaced is from Sapphire AMD Radeon HD 6950 dual-x. i can see that 1 fan is running at 100% speed all the time while 2nd on lowest speed.

Can you try the fan somewhere else?
