Question GPU Fan speeds constantly going up and down

Hello

I've been having an issue where my GPU fans and those fans alone go to 100% speed but whenever i look at GPU Tweak it says fans are at 0%. This happens consistently and prior to this i managed to get it sort of fixed with a fan curve in MSI Afterburner but recently its been completely ignoring that.

I have looked around and saw it could be the fan controlling transistor on the GPU but just asking here if anybody else knows any other ideas.

I have reinstalled, reset, refit and even tried a different pc but it has the same issue from when i install drivers.

Ryzen 5 3600
16GB of 3600mhz corsair vengeance
250GB M.2 SSD
1TB SATA SSD
GTX 980 ti Asus matrix

what happens if you use the gpu with no external software only the driver for it in the system .

check for any dust in it the last option would to try to repaste it or get another .

cleaned it and repasted it recently, so i guess only option is getting a new one
