Question gpu fan spin very fast but the temperature is low

hey anyone know whats wrong with my gpu?
so recently my sapphire rx 580 had some issue, the fan spin very fast but the temperature is very low (sometimes when idle)
i tried to clean the gpu then reinstall the driver but that didn't work out, the fan still spinning very fast then i buy some replacement fan
but that didn't work also

can anyone fix this problem? its very annoying problem i had

See if setting the fans at 40% changes things. Or with Sapphire you can also use Trixx

ive downloaded the MSI afterburner and set the fan to 40% and nothing happen it still can't slow down
the fan still spin at max speed
