Question GPU fan stops spinning after high speed

I took out my GPU (1060 3G) and one of the fans doesn't spin when it reaches a higher speed, also making a weird noise. Can anyone help? The noise is driving me crazy.

Need to open and check. If you dont know how to do that - go to some pc service. Probably fans were hit.
