Question GPU fan suddenly maxes out after a few minutes despite low temp and fan reading low?

After a few minutes on the desktop it just ramps up all of a sudden and doesn't stop. MSI afterburner shows the fan speed at 0 like I've configured it to be. I even tried setting it to manual and putting it on 0 but nothing changes. In HWmonitor it shows all of the temps as in check as well. What's going on?
