Question GPU FANS 100% and rgb off

I originally build my pc in 2019.

SPECS:
32gb Gskill 3200mhz
Ryzen 7 2700X
EVGA RTX 2080 FTW3
Original motherboard: X470 AORUS
Corsair RM750x PSU

Everything worked fine until the motherboard broke in 2021. I bought a X570 Gaming X.
I installed everything and the first time I turned it on my gpu rbg went off, and the 3 red lights lit up. I got scared so I held the power button and turned it off. The second time I turned it on everything was normal. That's the way I've been using it since then. I press the power button. The fans go up, I hold it again till it turns off and then turn it on again. I've also noticed when my pc goes into sleep mode, when I wake it up I get the exact same result. Keep in mind everything works normal it is just that the RGB lights go dead and there's 3 red LED lights lit up.

After all this time I would like to get it fixed, any suggestions?

DIAGNOSIS:
When I open Precision X1, only 2 fans show up. The temp is 30 degrees.
Note that nothing has been messed around or changed, just the motherboard itself has been switched around.
Bios is f33g, 2021 version.

if so;
does it power on properly when pressing this, bypassing the case's power button?

i've seen from other users, and had myself, issues with Precision X.
can you see that all fans are responding or is one of them actually not spinning?

try uninstalling the Precision software,
removing all graphics related data using DDU,
then (re)installing graphics drivers directly from Nvidia without GeForce Experience,
then install MSI Afterburner for fan and GPU control.

after, see what temperatures are registering for idle use and extreme GPU usage(gaming, benchmarking, etc).

I'm not sure it has an onboard power button, I searched through and couldn't find one. The motherboard is from GIGABYTE.


Forgot to mention that when I open Precision X when my gpu is bugging out, only then 2 fans show up. When I turn it on the second time everything is normal including Precision X. Every other time after turning it on, it gets the problem. It's like on the odd number of times of turning on it's a problem but on the even numbers, it's fine.

when the Precision X software isn't functioning properly, like many others have also encountered, you have checked to ensure that the 3rd fan is actually running?

and when it shows a steady 30° you have checked a more reliable temperature readout like RTSS or HWiNFO which shows the actual temperature?
 
I don't know if you understood me. When the GPU is going crazy, that is when it starts, the lights go on and fans are 100%, when I don't turn it off and let it load, then when I open Precision X, it only shows 2 fans and 30 degrees. I haven't checked if its confirmed 30 degrees but I believe it since I'm not running anything demanding, the fans are 100% power and I myself get cold when I'm sitting beside it.

When I start it the second time, the GPU works fine, without any red lights, the RGB is on and fans are working normally. Also, Precision X shows the correct number of fans. I think the problem is in some motherboard settings/gpu, since it showed up after I swapped the motherboards out.

if the GPU ever works as it should, then it wouldn't be BIOS/motherboard settings.
if this somehow was a problem then the problem would always exist.

did you reinstall the OS after this motherboard change?
this is always necessary for proper driver functionality and device control.
 
No, I haven't reinstalled my OS. That is likely the problem. Besides having to turn on my PC twice instead of once I don't see any other problems with it, I also don't use sleep very often. Do you see any other way to fix this besides having to reinstall my OS?

there's no fix for removing all previous traces of hardware data from the system except reinstalling the OS.

much of the environment is configured outside of the users hands based on their hardware; drivers, updates, etc,..
many conflicts will usually arise when just swapping components like a motherboard.
 
I understand. Can you help me understand though, even before the os gets to load, even before i get a post like as soon as I press the power button and power gets to the components that happens. How would reinstalling my OS change something if the os doesn't even get a chance to load?
