GPU Fans and temperature

Hi,
I noticed today that my GPU's temps are around 40c and they used to be around 28c(I'm talking about a week ago).
So I open the case to look at the fan and noticed that one of the fans is spinning at a much lower RPM than the other one.
I own a 560 Ti from Gigabyte, any idea how can I fix this?

Err was the computer idle when you looked at it both times? The fan slows down when there isn't a large workload on it.

Yeah, it was on idle at both times, but shouldn't the fans spin at the same speed?

EDIT: I just launched BF3 and monitored the temps, and it runs steady on 60c, and before I launched the game it was running on 36c for some reason.
