Question GPU fans exceed 100% once it reaches 80 degrees ?

When playing a graphically intensive game, my GPU reaches around 80 degrees and then for 5 seconds it ramps up to above 100% fan speed (the limit i can set is 3000rpm and it sets it to just under 4000) and then stops again. This also usually does not cool the card down much, if at all. The card I have is a Gigabyte 2070 super with 3 fans I have had for around 2 years. This issue never used to happen (whether it never used to get that hot or that it never happened when it reached that temperature I'm not sure).
 
Model number and brand of your Power supply/PSU, and full PC specs ?
My PSU is the Corsair TX650M (sorry if that isn't the model number, let me know if you need more information and I will check it)

Ryzen 9 3900x
(Graphics card already mentioned)
32GB 3200MHz ram
Arctic Liquid Freezer II 280, exhaust
H500 case with stock fans as exhaust
MSI B450 Tomahawk motherboard
