Question GPU Fans kick up to 100% after installing MSI Afterburner and can't change the speeds

These days I've been having issues with my graphics card. I had a loose fan, and it was making a lot of noise. I opened the graphics card removed that fan, applied new thermal paste mounted everything back. Put the graphics card in and the first thing I notice when my PC finishes loading up windows is my fans kicking up too 100% and staying that way. I open up MSI Afterburner to check, and according to it, the fans are at low speed. I try messing with the fan speed and nothing. I thought it was a problem with the BIOS so I reset that and nothing. I uninstalled Afterburner, and the fans go back to normal after a restart. I am desperate. The fans are too damn loud. To note that my graphics card was displaying "Fan Stop" at full speed fans before I switched the GPU cable. This problem was not occurring before I opened my GPU, removed the fan and put new thermal paste.
