Question GPU fans not running

Just installed a EVGA GeForce RTX 3050 XC Gaming, 08G-P5-3553-KR on to desktop running Windows 11. Desktop recognizes the GPU but have question. When I start up the desktop the GPU fans start spinning, but then as the system settles down the fans stop spinning. I have opened a video, nothing. Started up Lightroom and did some editing, but nothing. Is this normal? The old EVGA card I replaced the fans were always running. Need some help to decide if the card is bad or not.

Usually the fans will only start spinning when it hits a certain temperature. Try running a GPU benchmark like Unigine Heaven and see if the fans spin.
