GPU fans not spinning

Hi, I have a custom built PC with these specs:

Cool Master Mid Tower
Gigabyte GA - F2A68HM-H Motherboard
AMD A10 7860k Processor
(NEW) EVGA 700w PSU
(NEW) EVGA 1060 GPU

So, I have everything plugged in and ready but when I turn on the computer the gpu fans spin for half a second then turn off. I noticed that there is a 4 pin (2x2) slot labeled VGA left open on the mother board. My old PSU had a 4 pin that would fit into the VGA slot but the new EVGA 700w does not have one but instead comes with two 4 Pin CPU cables. I tried putting the CPU cable into VGA and the GPU fans would spin for a good 30s but then turn off.

What can I do in this situation? Also do the 2 CPU 4pins need to be plugged in somewhere? My motherboard does not have any 4pin slots besides the VGA. im also getting a no signal message on my screen.

That don't necessarily means a problem.
Plug everything exactly where it needs to be.

The GTX is smart enough to only turn on it's fans when it is needed, the means only when it's hot. Which isn't the case as soon as the PC's been turned on.

Game a bit, do some heavy stuff on then check the temps and see if it's spinning. If it's not, maybe it's a problem otherwise it's absolutely normal.
