GPU fans not working?

OK, so here's my build:
EVGA GTX 950
R5 1600
Asrock ab350m pro-4
8gb corsair vengeance lpx
Corsair tx-650m psu (gold rated)
So I was having a lot of freezing issues with my build, particularly in PUBG. I would be forced to reset manually, and that sucked. My friend told me to re-build the system, so I did. To my surprise, it wouldn't display anything to my monitor, and when I looked at my fans, all were working but my gpu. I RMA'd my gpu and got a new psu for good measure. The same problem is still happening, so could this be a motherboard issue? The gpu fans run for about 10 seconds after boot and then stop altogether.

Modern GPU fans typically are self controlling and remain idle when temperatures are low.

So your GPU fans will always start when you boot, then they will shut off and remain off whilst temperatures are low. Once the GPU reaches a designated temperature (often around the 50/60 degree celcius mark) - then the fans will start and increase RPM proportionally.

Simply faulty GPU fans wouldn't stop a PC from booting. However an entirely faulty GPU would obviously result in no screen. So you'll have to elaborate on your booting issue. Can you boot into safe mode? Or do you simply get no signal at all?
