Question GPU fans not working

System specs:
Motherboard - MSI b450 tomahawk max (MS-7C02)
SSD - Crucial CT500P2 SSD8 P2 500 GB
HDD - Seagate BarraCuda 1 TB
CPU - AMD Ryzen 5 3600
GPU - Graphics Card SAPPHIRE PULSE Radeon RX 5600 XT 6G
RAM - Corsair CMK16GX4M2B3200C16 DDR4
Power supply - VS Series™ VS650 650 Watt 80 PLUS® White Certified PSU (UK)

GPU lights up and works fine, but the fans won't spin at all even at high temperatures during stress test/gaming.
On AMD Radeon Software the fan speed is N/A.
The fans also don't spin at all on start-up either.

I have tried cleaning out the GPU and my case from dust plus made sure that the PCIe cable was properly connected to the GPU. I have also tried uninstalling and reinstalling the drivers but that hasn't worked.

Is this a new build or new GPU install?

Any other hardware changes?

Or all was working before and then the fans just suddenly stopped working?

How old is the PSU? Originally new, refurbished, or used? History of heavy use for gaming, video editing, or bit-mining?

I built my PC around 1 year ago so have had the same GPU and PSU the whole time.

I recently replaced my M.2 SSD as it had stopped working.

The fans had been working previously and I've only just notice recently that they weren't working when the GPU temperature was abnormally high while gaming.

All the hardware is new when I built the PC.
I use the PC everyday and usually game around 6 hours a day so I use it pretty heavily for gaming.
