gpu fans run too fast.

hello, whenever i play BF4 for a long period of time, 2-3 hours my CPU, gtx 780 acx fans start to run very fast. Using x precision, how would i make it were my computer will focus more on temperature than power and make my computer fans, not gpu fans, run faster?

The fans on the GPU adapt to its temps, not the power.
You can set a custom fan curve in precision-x for the graphics cards. The cpu and be changed through other means, but you typically want the PC to choose the speeds.

It could also be the fact that i set my bios and power settings to performance.

Setting it to performance really wont make the fan speeds go crazy. Its normally due to dust buildup, poor airflow, or rigorous gaming.
