Question GPU Fans spin out of sync and stop randomly

My friend swapped his GPU and PSU but now his GPU fans are acting weird.
I attached a video, anyone has an idea?

cpu is ryzen 7 2700x motherboard is aorus b450 gpu: gigabyte 3070 ti and 16 gigs ram, psu gigabyte p750gm.
Its one gpu only but a very thicc one.

oh and the previous gpu was an rx 580

Fans in video cards and a lot of PSUs won't turn on until the thing becomes hot enough. The video card may be straddling the line when the fans turn on.

Yes I know but the 3 fans start and stop at different times and I reckon something is off.

I don't think that's a problem, as long as they all spin up when needed.

Yikes! The exploding PSU - gigabyte p750gm : Exploding Power Supplies: Gigabyte & Newegg Dumping Unsellable Product - YouTube

That could be the issue if it's not delivering the right power to the GPU.
