Question gpu fans spinning for a few seconds and then stopping after booting

hey, i just got this weird problem when i upgraded my cpu, ram and mobo. When i start the pc, gpu fans spin for few seconds and then stop spinning. My monitor doesnt get signal from the gpu, and i have confirmed that i plug the video cable on the gpu, not mobo. My motherboards internal graphics work, but with the gpu the screen is black and doesnt show anything. With my last mobo the gpu worked, but with the new one it doesnt show anything
specs: i5 9600k, msi z390a pro, crucial ballistix 16gb ram, gtx 1060 6gb and 530w psu.
if anyone knows something about this, please answer, im so desperate. thanks in advance

i have PEG and IGD options, which should i select?

i tried that but i think its my psu which is failing, because first the signal problem was because i put wrong hdmi cable from gpu to monitor, but now, with right cable, the pc starts and shows manufacturer splash screen but then the pc just restarts itself and same happens
