GPU fans stop on boot/ light on

p.s this is all following water damage
I killed my psu the other week by accidentally pouring coffee through the top of the case, from what i could tell the PSU was dead right away as coffee had came in through the fan, computer had turned off completely no bluescreen when coffee entered my system with fading red light on my power button i immediately unplugged everything and set it upside down, and in the morning I cleaned my motherboard with alcohol

SPECS:
gpu: 960 2gb
cpu: fx-6300
Mobo: ga-970a-ud3p
Psu: dead psu was 600w corsair
new 600w evga

I connected new PSU and pc boots up fine only thing i had noticed was my HDMI monitor wasnt working, i however still have display via VGA cable connected to GPU, fans spin and then upon the load windows normally screen it stops spinning, i connected everything seemlessly from the new PSU pci-express 8slot connectors, mobo 24 pin connected, and 8 pin cpu connectors, everything is fine until i goto device manager and notice that GPU is under unknow devices, and upon attempting to reinstall it says that my gpu GTX 960 has encountered a problem. Faulty gpu?

Probably but also may be PCIe bus. Try it in second one.

I think it may be the GPU it did something really weird, the first time when i put it into my other slot on my mobo the computer booted and the fans were running on what i assume was max rpm because they were really loud, i however had no display so i rebooted my computer the second time just to see if it had the same result which it did not, my gpus fans ran and then stopped running. i had no display but as id been at the screen many times i got out and heard the windows noise both times. So im ruling it as a faulty GPU and not the motherboard itself hopefully but before i replace it, is there a chance that this could be as result of problems within the ram,cpu, or even the motherboard itself?

update after giving up on my system I came back and turned on and my hdmi monitor was working! It seems my gpu is fine but i notice these stutters on games that wasnt there before. Dont know what I did but its working now thanks.

Try updating drivers, may help.
