Gpu fans turn on and off after restart + no display

I restarted my pc today so it can do some windows updates nothing special but, when it rebooted my pc there was no display/image on the monitor.
I checked the monitor and it works fine , as well as all the components in the case, except the gpu.
When i boot up my pc i get no display and the gpu fans turn on after a short while (when they usualy should start at the same time as the whole pc) and then turn off again. This happens over and over and still have no image display on the monitor.
Did the gpu failed? And if so, from what?

My specs:
Amd fx 6350
Msi 970A-G46
Amd R9 270x 2Gb
Xfx core edition pro 650W
8Gb Corsair Ram 2133MHz
WD Black Caviar 1TB

Do you oc the ram? If you do, try clear the CMOS by removing the battery, and boot the pc again.

I tried removing the battery and boot again but i get the same exactly results, no difference what so ever.
Also the RAM is 2133Mhz indeed but i had configured them to run a bit slower (around 1866Mhz if i remember but dont take my word) .
