Question Gpu fans twitch but won't spin even at 96C

I upgraded the video card in an hp prebuild a few years ago. Everything runs but the fan on the card. Gtx 1060. I've had it for a few years but finally realized what was choking my performance... Not sure how long it's been happening. The temps hit 96c and the fans are at 0 rpm with the occasional twitch. Any idea why could be the culprit? They spin fine by hand so it doesn't seem to be jammed up. I've tried msi afterburn and taking auto off and going to max does nothing. The bios don't recognize the gpu fan but it isn't stock like the other cpu and case Fan so I'm not sure if that's normal. My psu is 500W and it seems like I should need sub-400 to run my computer based on a consumption calculator. I'll looking at getting a new fan but my friend thought I would face heard the fan die if that's what happened.

Could be the fan or the fan controller on the GPU. If it's the fan you can replace it but if it's the controller you can't fix that.

A GPU fan dying will not make any sound. It will just stop spinning.
Only way to tell which it is is to swap the fan?
