Question GPU frequency is unstable.

I'm testing the performance of some old components; the fps are lower than expected and there are several frame drops. I saw that this happened with MSI Afterburner. The cause is the GPU's core and memory frequencies are always at a low (333mhz in the core, for example) and have high spikes that lend them to the expected stock speeds, but only last 1 or 2 seconds and they go down again. Same thing goes for the GPU usage: it goes from 0-50-90% in seconds, but it does not last.

The drivers and BIOS are up to date.
The power settings are on high performance.
The temperatures are 50-60°C (measured in BIOS).
The PSU and hard drive are ok, since I used them with other pc parts.
The CPU usage is normal.

Why is this happening? How could I fix it?

The components are:
-APU A10 7860K
-Motherboard ASUS A68HM- PLUS FM2+
-2X4GB 2400Mhz (set at 2133) DDR3 Corsair Vengeance

I think you could try to use Amd Overdrive for that apu. Sometimes might wonder why the temp so low or high on reading, the way it is read on hwinfo/amd overdrive is by substract the TJMax (or max temp for the apu specs) with the current temperature, and you will get the real temp.

My friend said dont use afterburner for oc ing, use amd overdrive instead.
