Question GPU fried?

I had a PS go bad. Bought a new one, replaced the power cables, and now the PC works - except for the GPU, a Sapphire RX 580. Now, the GPU LED is powered - but the fans don't spin and there is no video signal.

I've tried a few little things - checking the cables, trying a different slot on the modular power supply, pushing a button and sliding a switch on the GPU, but no change.

So I'm thinking the PS destroyed the GPU somehow when it went bad. Any other ideas before I get a new GPU?

and the make and model of this psu is?

you'll need to try it in another system to verify if it is no good. also try another GPU in your system to make sure nothing else was ruined by your bad PSU

Seasonic (Focus Gold 650) is saying the PS couldn't damage the GPU, the GPU damaged the PS, and 'they don't cover that' which I take to mean they don't want to honor the warranty.
