Question GPU gives no signal, fans spin, dual vBIOS ?

PC Specs
Mobo: Gigabyte B550 UD
CPU: Ryzen 9 5900X
GPU: Sakura RX 6800 XT
RAM: 32GB Vengeance DDR4
PSU: EVGA 850 GT 850w

Problem:
the system turns on but has no display not even for BIOS, I used a 1030 to check but the system IS actually running. I wasn't able to try to undervolt it because I could not get AMD's software to run, the card has dual VBIOS and I have tried switching between them but nothing.

Things I have tried:
  • UDD
  • reinstalling drivers only
  • re-seating it
  • changing the PCIe slot it was on
  • wiping the pins with alcohol

I installed GPU-Z and it showed that it did not recognize the bios so i tried to flash a bios into the card and installed amdvbflash and I tried three versions of the flashing software two of them didn't even run, and the other one couldn't find the card.
 
power is plugged into the card? are you using an adapter or original cables from the PSU?

motherboard BIOS is up to date?

reset cmos by jumper

did you switch the vbios while powered off or on?
Has to be off while switching

try different cables as well as displayport and hdmi

Yes, power is plugged in with two separate 8-pin cables instead of the daisy-chain cable.

Motherboard BIOS IS up to date.

CMOS battery was removed and re-installed.

I power down the system any time I make a change, both vBIOS are bad from the looks of it.

I tried all ports, no luck.

I installed amdvbflash but it doesn't detect it so I can't flash a new vBIOS.
